There's just been a civil war on Earth; a civil war between superheroes. Because of the property damage and loss of civilian life caused by the many fights between superheroes and super villains the US Government has seen fit to pass into law the Superhero Registration Act, which forces all superheroes to register with the government if they wish to continue being superheroes.
This caused a civil war between those superheroes who were Pro-Registration, and those who were Anti-Registration. The civil war has just ended with the Pro-Registration side claiming victory. So now all superheroes must register, give up being superheroes, or continue fighting while refusing to register…and at the same time becoming fugitives.
Other countries are now passing similar Registration Acts into effect. One nation that refused to pass registration and was a sanctuary to those seeking to escape the Registration Acts has been bombed and is passing a Registration Act to escape further destruction.
Some that Register, if they are unknowns who are exceptionally powerful, are experimented on. The Government refuses to comment on this however, so most people are unaware of it.
Also, due to the confusion in the superhero community, many super villains are taking the chance to commit crimes and prepare for world domination as it is unlikely they will face any consequences.
The Groups are:
Registered Superheroes- Those who registered for whatever reason, they are now agents of the government.
Black Division (Experiments)-Those who have been experimented on or are currently being experimented on, they have electronic implants that will cause them pain if they try to turn on the government.
Un-Registered- Superheroes that have refused to register with the government; they are now considered fugitives and usually work in pairs or groups.
Super Villains- Villains that are taking advantage of the confusion to further their plans for world domination.
Time Travelers: People who have come back from the future. These people can not be Non-Humans or Mutates due to the fact that in the future the number of super powered people has declined until there are none left. With super powered people declining, super villains created artificial powers or used technology/magic to take over. Super villains have taken over in the future, so some people have come back to try and stop the decline of super powered people.
A person can be:
Mutate: Any person who has super powers that they either received through an accident, or that they were born with. The Act says that these people must register if they continue to be superheroes.
Scientist: Any person who uses science and machines to fight crime. The Act says that these people must register if they continue to be superheroes.
Magicians: Any person who uses magic, sorcery, voodoo, or anything similar to fight crime. The Act does not currently say that these people have to register. However, they can if they want, and politicians are trying to get the Act to include these people.
Non-Humans: Any person who is either of another planet, or has been changed into something non-human (ex. werewolf, vampire). The act does not currently say that these people have to register. However, they can if they want, and politicians are trying to get the Act to include these people.
Martial Artists: People who have trained their bodies past that of a normal human, they have usually trained to the point where they can use their chi, or spirit energy, to fight. The Act does not currently say that these people have to register. However, they can if they want, and politicians are not currently trying to get the Act to include these people.
These can, if the combination makes sense be mixed, but the person should be weaker in both areas than someone who is only in one area. Diapers are allowed, but please don't everyone be in diapers.

Secret Identity: Kevin Hardwind
Age: 17

Abilities: Wields his 'soul energy' to produce energy weapons and blasts.
Appearance: Dark brown hair tied in a ponytail that reaches down to his shoulders, brown eyes, stands 5 feet, 11 inches. He wears jeans, a denim jacket, and a black t-shirt. When fighting crime as Nanaki, he activates an imaging device that changes his hiar color to blonde and his eye color to blue.

Superhero Identity: the time dragon
Secret Identity: Nathan Protius
Age: 18
Group: Un-Registered, mutate/scientist
Abilities: He is a half human half dragon. Through his exhaustive research, and aided by his dragon abilities, he has perfected a way of bending the laws of space time arround himself.
Examples:
- halting projectiles in mid air
- defying gravity
- phase shifting through solid objects
- increasing his perception of time, to him, the rest of the world has slowed down, but to every one else, he is reacting faster than anyone should.
Appearance:
- Nathan Protius: a pale human teenager, longish white hair and slim appearance. He prefers to wear black or dark blue in a style simmilar to Seto Kiaba (Yugioh)
- the time dragon: a silver anthro dragon with electric blue eyes.
Bio: Nathan Protius is the son of a millionaire technology tycoon. He is secretly a half human, and so has spent his life in hiding in his fathers labs. He has developed an affinity for technology, and with it, his draconic abilities. Between them, he created the persona of the time dragon.

Superhero Identity: Crimson Night.
Secret Identity: William Rightshire
Age: 15
Group: Un-Registered
Abilities: Matter manipulation, telekinesis, telepathy, and patial shape shifting abilities.
Appearance: Normal: He has red hair and green eyes and pal skin. He wears a lot of black and red.
SuperHero: Wears black and red robes that cover him entirely.
Bio: William has had his abilities since birth. Over time he's developed them. He's verimantly against this registration thing and has no qualms about fighting to stop it. He's not your look on the sunny side superhero. He's got a bit of a dark side to him. His shape sifting ability is limited currently to altering his age at will and alter hair, skin, and eye color.
Diapers: Once in a while when relaxing.

Nanaki turns down an alley, running from some officers who are chasing him. He takes a few more turns and ends up in front of a dead-end. He turns back and sees that the cops have caught up to him. He forms an energy katana and says to them, "Back off, I don't want to hurt you."

Crimson looked down from a roof top at the scene bellow him. He smiled. "These normals don't have a chance." He thought to himself with a smirk. He hopped down to where they were. "Hello officers. A word of advice. Run away. Now." Crimson told them.

Nanaki looks over at Crimson and smiles, happy at having backup. He takes a few steps towards the officers, his sword held in a ready position. The officers pull out tranquilizer guns and aim them at the two, not noticing Sabata.

The shadowy figure of a teenaged boy then appears in the alley behind the police officers. "I'd sugest leaving them alone..." The figure suddenly mutates from human to draconic.

Two of the four officers turn and fire at the Time Dragon while the other two fire at Nanaki and Crimson. Nanaki runs forward and blocking destroying the tranquilizer dart that was fired at him stabs one officer. However, the katana changes shape, flowing over the officer's body like water and after Nanaki pulls the katana away, the officer falls to the ground unconscious, but otherwise unharmed.

The darts impact and ricocheted off Crimson's robes. "Idiots." He said. He stretched out his hand and the ground warped up and around the officer completely restraining them. "Be glad I'm not a villain. If I was your skulls would be feeling cramped about now." He told them.

The time dragon raises one of his clawed hands and halts the flurry of darts aimed at him in thin air. "Now now... we won't be doing that again now will we?" He turns the darts and sends them back at the two guards.

The two guards fall down unconscious and Nanaki sighs looking at the officer restrained by Lig. He pauses as he hears a police siren in the distance. He stabs the restrained officer, causing him to fall unconscious just like the one he'd stabbed earlier. He looks at everyone and smiling says "thanks".

The time dragon steps into the light, "Your welcome, now I sugest we leave this alley before still more arrive."

"No problem. And I agree. We stick around we're gonna end up having to kill someone." Crimson said in agreement.

Nanaki walks out of the dead-end alley and sees an exit from the maze of alleyways formed by the buildings. "There's a way out over there. Do any of you know a place where we can lay low for a while?"

Time dragon mutated back to the lean teenager. "We can hide out at my fathers lab, at least for a while..."
